Handicapped Halo Reach has a fatal flaw

What Bungie fails to update is their terrible matching making system. I can almost forgive them for keeping it in Halo 3, as that was before the onslaught of other great shooters. However, after Modern Warfare 1 & 2, Battlefield: Bad Company 1 & 2, and World at War, there is no excuse to use such a backwards matchmaking system. Every other game I mentioned allows for players to hop into a match at any given point. You cannot do this in Reach. Why on earth does Halo still not have this?
It seems like a rather simple thing to include in a game. It's almost inevitable that you'll play either on, or against a lopsided team. No one likes to be in a game where it's 2v4. To make matters worse, you get penalized for leaving if you don't want to play in that match anymore. I have no idea what the threshold is to put you on probation as I have not passed it yet, but it's rather idiotic to punish you for leaving a lopsided game like that.
Every other game will help with this lopsidedness by throwing people into matches after they have already started. This is solely to keep the match as balanced as possible. Bungie serves up a big batch of screw you by leaving you at the mercy of people who like to rage quit. Coupled with its other glaring problems, I'm starting to rather dislike this game.
I have two words for you Bungie.
